They also have a lip around their top that catches debris and starts the clogging. When debris reaches The SpoutOff gutter outlet that debris has no place to go but DOWN. If the outlet in a gutter is clear, water will ALWAYS flow out of that gutter even if there is debris in the rest of that gutter.
